Bug report logs include a link like this:

which will be interpreted as a relative link by most browsers.  I.e.
sending the user to
http://bugs.debian.org/cgi-bin/bugs.debian.org/cgi-bin/bugspam.cgi

The href should either be relative: href="/cgi-bin/bugspam.cgi"
or absolute: href="http://bugs.debian.org/cgi-bin/bugspam.cgi";
