In the UI layout, a large proportion of the window is taken up by
"Using Reportbug-NG" text.  Using a pointing device, I can shrink this
space, but I can't work out how to get rid of it using the keyboard.

A more conventional layout, to me, would be to have that text appear
in a separate (non modal) window.  I imagine this second window would
have a "dismiss" button (closing it), and a "Display this window when
Reportbug-NG starts" checkbox.  If the checkbox is checked, the window
appears each time Reportbug-NG starts.  The window can also be
displayed by choosing "Help > Reporting Bugs" from the menu.
