This is now implemented in devscripts' SVN.

However, after discussion with the other maintainers, I went for
implementing it opt-in, as in general there can be thousands of
uninteresting branches. Hence, to achieve the desired behavior you can
now go for something like:

    debcheckout --git-track=* PKGNAME

'*' is a shorthand meaning "all remote branches". Alternatively you
can provide a space separated list of the branch you want to track.
