The Ubuntu Mobile and Embedded project defines an architecture called 'lpia' ("low-power Intel architecture"), which is like i386 but has different optimisation settings for embedded devices. Debian's dpkg supports this, as do a number of packages in Debian. Here's the trivial patch to build for this architecture; although it isn't needed in Debian proper, it would be nice if you could accept it anyway.
