Starting with the release of Emacs 23.1 (integration started somewhere
in 23 development cycle), easypg is included in emacs upstream
sources, so it is part of packages build from emacs23. As easypg
byte-compiles and installs for all emacsen flavors currently, it hides
the version comming with emacs23. Maybe we should not compile and
install for emacsen flavor "emacs23", and skip loading of this package
on emacs23. I'll try to make a patch for this.

We should not simply let emacs23 conflict with easypg, as this would
prevent us from installing other emacsen flavors together with easypg
in parallel with emacs23.

This bug corresponds to #543790 , maybe these two should be merged or
one of them reassigned.
