This works okay for me using Debian.
$ date -R -d 2008-10-19
Sun, 19 Oct 2008 00:00:00 -0600
However reversing months and days causes it to be invalid for me.
$
Package: coreutils
Version: 6.10-6
% date -d 2008-10-19
date: invalid date `2008-10-19'
This happens with 5.97 and 6.10.
