This is a bug in tex-common which carried over to texlive-base, fixed in

After installing the build dependencies for gnuplot in a pbuilder
chroot, /var/lib/texmf/web2c/pdftex has no file etex.log OR etex.fmt.
The only files in that directory are latex.log, latex.fmt, pdflatex.log,
pdflatex.fmt. And there is no directory /var/lib/texmf/web2c/tex at
all. Even when I run
