I can confirm this behaviour if domU is a paravirtualized etch x686 too; I
think the severity of this bug should be raised to important.

Using the linux kernel from xen.org it is possible to save/migrate a 32-bit
domU on a 64-bit dom0. With the lenny kernel it is not possible! The error
message in /var/log/xen/xend.log:
