Well, that depends if you consider the styles config or data. Currently
midori considers them as data and look for them in XDG_DATA_DIR.
Changing to XDG_CONFIG_DIR would look for them in /etc and .config but
it's not what upstream wants, afaict.

When stracing midori, I noticed that it looks for user styles in
/usr/share/midori/styles/, /usr/local/share/midori/styles/ and
~user/.local/share/midori/styles/. I think probably the second of
those three should be /etc/midori/styles/.
