Bug#536187: emacs-goodies-el in-package scripts rely on emacs21

Hi, emacs-goodies-el does not build-depend on emacs21. However, any changes in the loaddefs or additions of scripts to the file relies on calling elisp/packagename-loaddefs.make, which itself calls emacs21. This is not a blocker for the removal of emacs21 per se, but it would be nice to get this
