This was fixed in 3.1.9 and so the version currently in unstable/sid
resolves this.

This has been tracked down upstream to a mistake in the LFS upgrader.
This message is informative at most on first display. It is meaningless
after the first reload and will be resolved in future upstream releases
of Squid.

squid3 in lenny is compiled without LFS due to a missing configuration
option. Even if you are running it on 64-bit architectures, LFS needs
explicit enable in squid.
Maybe this bug is instead caused by a swap file generated with a
previous version of squid or on an 32-bit
