I have now added libwrap0 and libgdbm3 to ia32-libs myself and I can
confirm that this resolves the issue. Skype is working correctly,
including pulseaudio support.
Please add libwrap0 and libgdbm3 to ia32-libs and close this bug.

On October 5th someone added a workaround to the upstream bug report
at https://developer.skype.com/jira/browse/SCL-510. It consists in
adding the 32bit libraries from libwrap0 and libgdbm3 to /lib32 and
/usr/lib32, as seems that the error happens because those two
libraries are missing.
