After upgrading from squeeze to wheezy, I encounter this bug too.
I've also confirmed that sudo alsa force-reload works for me.
The interesting part is in squeeze and wheezy the pulseaudio are the
same version (0.9.21-3)

Sorry for the last report. pulseaudio in experimental 0.9.22-1 did fix
the problem. After poweroff/powerup all the things becomes normal.
Pulseaudio works well and can play sounds correctly.

Here fails on every reboot. In fact fails even while starting pulseaudio
manually. Only starting an UDEV re-scan of devices while pulseaudio IS active
works as a workaround:
$ lsb_release -d
Description:Debian GNU/Linux testing (squeeze)
$ cat /etc/apt/apt.conf
APT::Default-Release
Package: pulseaudio
Version: 0.9.19-1
Severity: important
File: /usr/bin/pulseaudio
Pulse cannot find my sound card, and I'm not getting any sound :-(.
pavucontrol lists only the virtual dummy device, and no hardware devices at all.
Here's what I get when I start pulseaudio:
