I don't know if you found a fix to this issue. I just had the same on ubuntu
(with the same asterisk release)... It seems the components are trying to
renegotiate the codecs, I had no time to test it further but removing any
disallow=... and allow=... in my iax.conf did the job.

when I am using Playback() on an iax channel, the sound is very choppy at the
beginning. After some seconds, the playback stops and the playing asterisk
server does not continue to send audio to the client asterisk.
