The manual refer to 'debian/patches' while describing the 'new' command while 
the rest of the man is refering to 'patches'.
I did a quick test and it seams that it indead look for a 'patches' directory.
I tested without any special .quiltrc file, because I guess it's actually 
$QUILT_PATCHES.
