I've prepared an NMU which adds the .pc file to the -dev package. I'll
ask a tame DD to upload this in the next few days if no-one minds?

I'm trying to build a package that uses qmake and pkg-config to discover otr
libraries, however the libotr.pc file created during build is not included in
the dev package. This would be helpful when compiling projects that make the
