The two packages mentioned above won't require this,

thin is Ruby licensed, and stompserver is apache licensed.

When we really hit this problem, there are 3 options we have,

1. We could ask the upstream to add an openssl exception
2. We can create a separate package without openssl
3. Port eventmachine to use gnutls

For now, I'll add libssl-dev to build deps.
