No, I'll just reassign the bug to cups-client.
However, I'm really puzzled as to why 'lpadmin' does this. That it
would ask non-root users for a password is expected, but 'dpkg' is run
as root who, by definition, has full access credentials to anything.

Probably it because debootstrapped environment has a different hostname set
than on a host system, and lpadmin thinks that it tries to communicate with
cups on a different machine (e.g. over the network)?

No, I'll just reassign the bug to cups-client.
We explicitly use the option to work with localhost only in our
command syntax precisely to avoid that.
