Package: speech-dispatcher

When I enable autospawn and turn of the initscript of speech-dispatcher,
speech-dispatcher can be autospawned only by the first user who has
requested it.
Due to this issue speechhd can't be started in diferent user sessions.
If root has requested autospawn, the normal user account can't autospawn
speechd.
