Control: retitle -1 tomcat8: Fails to start if /usr is read-only
I'm migrating this bug from tomcat6 but it needs to be confirmed for
tomcat8.

The init.d startup script fails to start the tomcat6.
There is no log output
We changed the set -e to set -ex and get the following output:
