Thanks for your patch, it indeed fix the FTBFS but I'm not sure it's
correct as it add a rpath to the library that is equal to '/lib' (which
is forbidden by the policy).
I think that removing completely the -R option and let libtool handle
the rpath when required is a better approach. I think

gcc has changed its behavior so that it now returns error when it sees
unknown flags. configure was passing -R to gcc at times and counting
on this behavior to ignore -R. Now it must pass -Wl,-R. With this
debdiff, ipsec-tools compiles for me in si
