As part of making debian 'bootstrappable' we are making sure that at
least the core system is cross-buildabale.
For build-dependencies to work properly under multiarch this package
needs to be marked
Multi-Arch: foreign
so that it can satisfy a build-depenedency for any architecture. See

There are 32 packages which build-depend on debiandoc-sgml. None of
them are multiarch cross-buildable without this fix. Most notably
including apt.
