Hi,
In section 6.1: The changes file (gentoo_0.9.12-1_i386.changes in the
example) is sent to debian-devel-changes, not debian-devel-announce.
There's also debian-changes for stable and debian-experimental-changes
for experimental, maybe we need to explain all these lists.
