Can you please repeat your tests which exhibit this problem with:
tmux kill-server
tmux -
And send the *.log files through from the CWD, please?
I am unable to reproduce your problem.

use, what's the value of TERM outside and inside tmux, and do you have any
special setup regarding the Control key (e.g. you use Caps Lock or another
non-standard key as Control)?

Dear Maintainer,
I often use tmux with several panes and windows and switch back and
forth between them using bind keys. When coming back to an existing
pane, I sometimes find that one of the panes starts behaving as if I
was holding down the Ctrl key
