I was also bitten by this issue; Dear Maintainer, please consider fixing
it! I applied to following patches to the reboot and halt scripts,
based on similar checks in the networking and open-iscsi init scripts:

Hello,
when shutting down system that has / on iscsi the messages indicate that
disk caches are being flushed and system locks up. Eventually messages
about iscsi lost connection appear. While the system might eventually
give up and actual
