I had a look at the upstream CVS source, and the cipher_suite_id value
is 3 there. Thus, I believe this issue is fixed upstream since
2013-03-11.

Hmm, I ran into this bug too. It can apparently be worked around by
adding "-C 3" to the arguments.

Severity: important
With ipmitool 1.8.12, I can no longer use the IPMI BMC on an Intel
S2600CP2 server board for serial-over-LAN, as can be seen below.
Downgrading the ipmitool package to 1.8.11-5 fixes the problem for me.
