This was intentional at the time it was introduced because the policy
and build maintainers were in a pissing match and i lost a lot of
respect for everyone involved.
however I suppose at this point going and enabling build-arch support
for real is in the best interest of the project.

Hi,
In the light of the recent FTBFS, it seems that the architectures
independent targets are being called on the buildd.
I can reproduce this on my machine by calling sbuild with
--no-arch-all
The 2 problematic targets/dependencies are:
