It's a problem with evince-previewer which is registered as the
handler for PDF files.
In 3.4.0-3.1 PgUp scrolls screenful by screenful to the top of the
current page and there stops - no ability to scroll to previous page.
In 3.10.0-1 it scrolls to the top of the current page and then

I couldn't reproduce that behaviour here.
Can you please confirm the issue with the newer version 3.8.3-2 ?
To have two pages it needs to enable dual option not zooming out.
