Latest GNOME 3.8 packages hit Testing today and I'm now experiencing
the same issue than you on an ia64 workstation (FireGL1 X1 AGP
graphics adapter with 256MB VRAM, r300g driver). I'm however less
lucky than you as I'm not able to set a wallpaper bigger than
2560x1440 pixels (always get solid blue). It's noteworthy that
thumbnails and preview are OK.
As reported earlier on Gentoo [1], I don't think this is a hardware
limitation as suggested there, as gnome-themes-* were not updated
today and Adwaita wallpapers (that are 2560x1440 in size) were
displayed correctly with previous testing gnome-shell{-common}
3.4.2-16 and gnome-shell-extension 3.4.0-2 packages.
