Dear Maintainer,

   * What led up to the situation?
        apt-get upgrade, which included an upgrade to 1.0.1e-2+deb7u6
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
        ---
   * What was the outcome of this action?
        "apache2" was NOT in the list of services that need restart, though 
"lsof | grep -i ssl | grep DEL" was showing that apache2 processes were running 
using an old libssl version after the upgrade.
   * What outcome did you expect instead?
        apache2 listed in the dialog list of services to be restarted
