Hey,
this "Personal information management service is starting" is akonadi starting
up. If this does not work. Than we need the output of the akonadi start:
$akonadi restart

When I start KMail, it shows in Polish "Uruchamianie modułu zarządzania
informacjami osobistymi" (Personal information management service is starting)
but nothing starts.
The problem persists for more, than half year and makes KMail not possible to
