I got hit with this problem, too. URL to download was:
https://bitbucket.org/libkkc/libkkc/downloads/libkkc-0.3.3.tar.gz
wget can handle this URL but curl also fails to download.
If it is not easy to fix this, can uscan be taught

Hello when I am trying to upgrade my package to the latest release candiate, I
get this message from uscan

uscan uses libwww-perl under the hood. I can reproduce it with GET(1p):
