This part is ok, and I've just pushed a (slightly better: no need to use both
dh-autoreconf and autotools-dev) commit that makes valgrind use dh-autoreconf at
build time.

This part is pretty huge (even if most changes seem trivial) and I'm certainly
not gonna maintain it myself. Is there a chance of this getting upstreamed?

Also note that there's no need to patch configure, config.guess and all
Makefile.in files, since autoreconf regenrates them (from configure.ac and the
various Makefile*.am files). Removing those changes may make the patch more
manageable.
