Based on upstream discussion, the trust router without FreeRADIUS
integration does not provide sufficient value to expend the effort for
supporting for the length of the Jessie release.
Since we're not willing to commit resources to supporting
it--compatibility with the protocol, important bug fixes, etc--for that
length of time, trust router is not suitable for inclusion in Jessie.

we're willing to support ongoing evolution of the software; that's sort
of the point.  It's just we don't want to support version 1.4.1 for
three years or so.
so, trust-router will stay in unstable and will be included in Jessie+1.
It's likely I'll backport some then-current version of trust router to
Jessie after Jessie is released.

The Moonshot suite is useful without trust router: you can run clients
and servers without trust router.  Trust router is needed to run IDPs or
RP proxies.
