netselect-apt checks if it has root priviledges before checking options

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
netselect-apt --help

   * What was the outcome of this action?
Sorry, you need to be root to run /usr/bin/netselect-apt since the netselect
binary we will use (/usr/bin/netselect) is not setuid.

   * What outcome did you expect instead?
Output help information even not running as root
