Control: retitle 769483 /usr/sbin/service restarts daemons in the current
session cgroups when not running systemd
After giving some thought to the matter, I believe the right way
to get feedback is moving the bug from systemd-shim (which isn't at fault)
to
After chewing on it for some time, I think that per the current
init-policy draft [1] the "initfile invoked directly" can be striked out
of the affected case since it's not supported anyway.
Thus the issue scope can be narrowed down to service, invoke-rc.d and
ifupdown hooks.

libpam-systemd starting (or restarting) daemons using service,
invoke-rc.d, ifupdown hooks and initscripts directly place the daemons
