Justification: renders package unusable

Dear Maintainer,

Installing apt 1.2 prevents `update-pepperflashplugin-nonfree --install`
from either updating apt or working with the cache, and breaks the current
flash
install.

The last output is "doing apt-get update on google repository",
from /usr/sbin/update-pepperflashplugin-nonfree:174.

Downgrading to apt 1.1, the command runs successfully, and flash is fixed.
