Dear Maintainer,

During testing of the new jessie redmine environment i encountered an issue. 
I am unsable to change the tracker of an created issue.  

I encountered this issue on an freshly installed jessy system 

reproduction:
setup an redmine environment with atleast two projects (A & B) 
create a new issue for project A
alter the saved issue change the project to project B
this failes
