I wanted to try and reproduce this bug on current sid, but usrmerge
Conflicts: molly-guard, so I can't easily try that (even my sid test
VM has usrmerge installed).

Hi,
molly-guard diverts /sbin/{reboot,halt,shutdown,poweroff} that are
normally shipped by systemd-sysv, to replace them with symlinks to
/lib/molly-guard/molly-guard, which is a shell script.
dracut seems to assume things about /sbin/reboot, that
