Graham, without setting `USE_SYSTEM_PATCHELF=1`, I believe the Makefiles
will still attempt to download and install `patchelf`. `USE_SYSTEM_*`
variables are used to tell the Makefile system to not build dependencies
automatically, and so since `USE_SYSTEM_PATCHELF=0` is now the default with
this

That is correct. I made this change in debian/rules, see 'no-patchelf.diff'.
