Over 1 year and not fixed? FWIW, the changes in 0.4.4-1 cause dh_systemd_enable to run, but there's no debian/udevil.service file, so that's a no-op. You may find dh_systemd_enable(1) useful reading.
The ADD_SYSTEMD=0 business does not prevent the Makefile from installing the service file (in the wrong location). As far as I can see, ADD_SYSTEMD is an internal variable only used by the configure script and setting it in debian/rules has no effect. -- see shy jo
