I can confirm that this bug still exists in current apt versions (Ctrl-C
does nothing in a shell spawned from dpkg's conffile prompt running
under apt).

Problem: I cannot leave emacs using ^X-^C or ^Z, because both
^C and ^Z are disabled. Without second terminal I am stuck.
