I get this when I install mosh:

My suspicion is that this error is coming from some package that mosh
depends on, instead of from mosh itself. Mosh doesn't try to run dpkg
itself.
Do you see this error message if you remove the mosh package (dpkg --purge
mosh) and then re-install mosh only?
