Yes both files are in the CVS: http://giflib.cvs.sourceforge.net/viewvc/giflib/giflib/util/
but they are not in the tarball: https://sourceforge.net/projects/giflib/files/giflib-5.1.4.tar.bz2/download As you know, the debian packing process starts from the upstream tarball. And it looks like upstream when packaging the tar.bz2 file excludes some files. Upstream seems to be focussing on the library not on the utilities. Several other binary source files have been dropped from the tarball and for the remaining ones several have been excluded from the build by moving them to the noinst_PROGRAMS target.
