Kernels since 4.2-rc1 contain:

[8fb55197e64d5988ec57b54e973daeea72c3f2ff] drm/i915: Agressive downclocking on
Baytrail

which causes hangs on my Bay Trail based Dell 3531.

A patch was included there but it seems to only be a partial fix. As this bug
affects all non-stable Debian versions I am reporting it here. Please see
