/var/log/dpkg.log suggests my last update was on 2016-11-10.

I forgot to mention - I cannot reproduce this in a clean chroot,
and from your list it seems that it was not clean, but
texlive-base installed.

Hmm, sounds not correct. The errors mentioned below can only happen
with rather recent TeX Live as

I've attached the log of my initial apt-get run. I then tried to do
"unset LANG" but that didn't change anything.

Hmm, thanks for the logs, but there are some things missing. Do you have
the *full* console log available?

thanks for that report. Interesting... I tried to reproduce
it without success, but I just called
apt-get install texlive-xetex texlive-latex-base
texlive-generic-recommended texlive-fonts-recommended lmodern
instead, though (the build-deps of rustc).
