it contains is this:

Since version 5.10.0 there exists a "ChangeLog-VERSION" file for the
changes in each Maxima version.
Look there for changes in recent versions.

that is dated somewhat about 2005, the one I'd expect to see is this
one:

can real changelogs be included in packages please?
