You do have the file
/lib/dhcpcd/dhcpcd-hooks/10-wpa_supplicant
right? And if it is a symlink, it points to an existing file?

The next release of wpa_supplicant will be able to hotplug itself:
https://w1.fi/cgit/hostap/commit/?id=2e997eece5776eca0a99d53893e343539f9f8eb2
So then you can have the same functionality.

Package: dhcpcd5
Version: 6.10.1-1
Since upgrading to 6.10.1-1, wpa_supplicant is no longer automatically
started when I run dhcpcd. Everything works fine if I start wpa_supplicant
by hand.
I'm starting dhcpcd by hand, not from an init script, and the version of
wpa_supplicant is 2.3-2.3.
