Yes, this was a workaround for an upstream issue, which has since been
corrected. However, I forgot about it and neglected to remove it with
the last upload.

Dear Maintainer,
As far as I can see, the build-dependency on locales-all isn't
necessary — the tests run fine with a C.UTF-8 locale which doesn't
need locales-all. The attached patch implements this.
