For now, I can add some findings to this bugreport: as of dec 2002, mirror http://ftp.au.debian.org/debian/doc/constitution.txt has Version 1.7, ratified on August 14th, 2016, as do other mirrors I've just checked. So these seem no longer to be outdated. Your supplied patch looks good at first sight. Our debian/rules has not been changed since you've reported your bug, nor has there been a doc-debian upload. I believe some other mechanism updated debian/doc/constitution.txt on the ftp mirrors. Bye, Joost
